Campus Land Governance
Under the University Act, the UBC Board of Governors is vested with the power to:
- (a) manage, administer and control the property, revenue, business and affairs of the University,
- (b) make rules respecting the management, government and control of the University’s real property, buildings and structures,
- (c) regulate, prohibit and impose requirements in relation to the use of real property, buildings, structures, and
- (d) generally make rules consistent with the powers conferred on the Board of Governors by the University Act.
With respect to the UBC Okanagan campus which is located within the municipal jurisdiction of the City of Kelowna, the University entered into a Memorandum of Understanding (MOU) with the City of Kelowna, dated October 2004, under the authority granted by the University Act.
Land Use Policy (UP12)
UBC Board of Governors Policy 92: Land Use and Permitting sets out the authority to establish and manage compliance with Land Use Rules and Governance Requirements, and to designate Campus Planning to manage the implementation, enforcement and administration of the Land Use Rules and Governance Requirements.
Policy UP12 establishes that:
- UBC must follow the Land Use Plan (in accordance with Municipalities Enabling and Validation Act).
- Development at UBC must follow federal, provincial and local rules (“External Governance Requirements”, such as the BC Building Code, Fire Code, etc.).
- UBC is committed to sustainability.
- Plans (and changes to Plans) are approved by the Board of Governors’ Property Committee
- Guidelines (and changes to Guidelines) are approved by the Associate Vice-President of Campus and Community Planning
